The building was originally built in 1806 by William Hamilton Merritt. The mural was designed by Matt Harley in 2004-05 to commemorate the Battle of Lake Erie, which took place on September 10, 1813. The portraits of the two opposing commanders, Master Commandant Oliver Hazard Perry and Commander Robert Heriot Barclay are displayed in the mural.
